The National Agency for Vocational Education and Training and Qualifications (NAVETQ) as the National Support Service for European Platform for Adult Learning in Europe (EPALE) have been awarded a grant from the European Programs for Education and Youth, Erasmus+ for National Coordinators for the Implementation of the European Agenda for Adult Learning (AL-AGENDA). The project aims as follows: (i) to steer an action of support and promotion on adult learning nationally; (ii) to strengthen the interinstitutional coordination, participation and policy debate; (iii) to generate a better understanding on the needs and benefits of adults learning; (iv) to promote and raise awareness among beneficiaries of Adult Learning, and (v) to improve capacity at NAVETQ to drive policy change and interventions in the system of skills and training delivery, through encouraging involvement of partners in policy debate, engage group of interest to present and sinus policy agenda, prepare evidenced based policies and benefit sharing best practices with EU or region neighbours. The NAVETQ needs to engage one Expert for Adult learning

Objective of the Assignment

This project aims to contribute to this contextual challenge of Albania, by providing this set of activities: (i) Establish steering committee through a Minister Order and specify role and responsibilities, deliverables and time frame of the mandate. A technical secretariat will be supporting the committee work and deliverables; (ii) thematic conventions are national policy forums, based on concrete report assessment and policy agenda. Four national level conventions will be organized until the national Action plan on AL is being consolidated and submitted to the government as a policy document for endorsement: (iii) Comparative study on the blended learning practices in Europe and state of play in Albania; and (iv) Online and social media, partners activities, Web site of the steering committees under NAVETQ, printing and distribution of the report, peer exchange. The Adult Learning Expert will be responsible for driving the implementation of key initiatives focused on increasing adult participation in learning and ensuring alignment with European Union (EU) priorities. The work includes supporting innovative learning environments, strengthening cooperation among relevant actors, and promoting skills development in line with the green and digital transitions.

Scope of Work

The expert will contribute to the execution of four specific work packages (WPs) designed to achieve the project’s goals:

Work Package 1: Implementation of Priorities on Increasing Adult Participation in Learning

Objective: Boost adult participation in lifelong learning while addressing the needs of the green and digital transitions. Key Responsibilities:
  • Conduct an analysis of current adult learning programs and participation trends across Europe.
  • Develop strategies to increase adult learning participation rates, focusing on marginalized or underserved groups.
  • Collaborate with stakeholders to align learning programs with the competencies required for the green and digital transitions.
  • Facilitate partnerships with relevant local, national, and EU-level actors to implement innovative adult learning initiatives.
  • Monitor and report on progress, ensuring alignment with EU strategies, such as the Digital Education Action Plan and the Green Deal.
Expected Outcomes:
  • Increased engagement in adult learning programs, especially among vulnerable groups.
  • Development of a framework for skills that support the green and digital economy.
  • Creation of policy recommendations for increasing adult learning participation.

Work Package 2: Supporting Relevant Actors in Joint Actions for Adult Learning

Objective: Foster collaboration among stakeholders for common actions in adult learning, in line with EU initiatives such as the “Pact for Skills” and national skills strategies. Key Responsibilities:
  • Engage with partners from the private, public, and non-profit sectors to promote skills development through joint initiatives.
  • Facilitate knowledge sharing between actors involved in adult learning to support EU and national-level objectives.
  • Identify opportunities for partnerships that align with the goals of the “Pact for Skills” and enhance the availability of upskilling and reskilling programs.
  • Support the design and implementation of collaborative projects that address skills shortages and foster social inclusion.
Expected Outcomes:
  • Strengthened collaboration between stakeholders in adult learning and skills development.
  • Increased joint actions that align with national and EU priorities for lifelong learning.
  • Recommendations for policy improvements at national and EU levels.

Work Package 3: Supporting Learning at the Workplace and Innovative Learning Environments

Objective: Promote workplace learning and the creation of innovative learning environments to foster skills development in adults. Key Responsibilities:
  • Work with employers and industry stakeholders to implement workplace learning initiatives that address skill gaps.
  • Promote the integration of new technologies and digital tools into learning environments, enhancing their accessibility and effectiveness.
  • Provide guidance and support in designing workplace learning models that cater to the evolving needs of the labor market, particularly in sectors impacted by the green and digital transitions.
  • Monitor and evaluate the impact of workplace learning programs, ensuring their scalability and sustainability.
Expected Outcomes:
  • Increased implementation of workplace learning initiatives across different sectors.
  • Development of best practices for creating innovative and inclusive learning environments.
  • Enhanced skill levels among workers in key sectors impacted by digitalization and the green transition.

Work Package 4: Dissemination Strategy and Activities at EU Level

Objective: Develop and execute a dissemination strategy to promote the project’s findings and activities across EU stakeholders. Key Responsibilities:
  • Develop a dissemination plan to communicate project outcomes to a wide range of stakeholders, including policymakers, educators, and industry leaders.
  • Lead the creation of communication materials, such as reports, articles, and case studies, to share lessons learned and best practices from the project.
  • Organize EU-level events, workshops, and conferences to disseminate findings and encourage knowledge exchange among participants.
  • Collaborate with EU institutions, networks, and platforms (such as EPALE) to ensure the broad visibility of the project’s results.
Expected Outcomes:
  • Effective dissemination of project findings and outcomes at EU level.
  • Increased visibility of adult learning and skills development initiatives among stakeholders.
  • Strategic engagement of policymakers and educators in the promotion of lifelong learning initiatives.

Qualification Requirement

The Expert for “AL Expert should have:
  • A university degree in Economic or a related field.
  • Minimum of 5-7 years of relevant experience in adult education, skills development, or a related field.
  • Proven experience in developing and implementing large-scale adult learning programs.
  • Strong understanding of EU policies and frameworks related to adult learning, such as the “Pact for Skills,” Digital Education Action Plan, and Green Deal.
  • Excellent communication and stakeholder engagement skills, with experience working at both local and international levels.
  • Demonstrated ability to design and deliver innovative learning solutions, particularly in workplace and digital learning environments.
  • Experience in project management and strategic dissemination activities at the EU level is an asset.
  • Excellent communication and report-writing skills in English and Albanian.

Evaluation procedure

Applications will be evaluated based on a cumulative analysis taking into consideration the applicant’s technical qualifications.

Reporting and Duration

The Expert will be closely cooperating with the NAVETQ staff to coordinate the contents as well as the deadlines for delivery.
